It would have gotten her reassigned years ago if not for the fact that she always manages to be able to locate whatever item or form she's tasked with recovering from whatever obscure place she hid it in, and because no other divisions want to take the nightmare that is her organizational structure on.

Overarching History
Nao Aoki appeared in an outer district after her 1867 death with no idea of her prior life or the circumstances behind her death. Confused and unsure of herself, she wandered around, making her way toward the center of this strange world, eventually arriving in the Northern District 12. Stumbling her way through an interview, she managed to find employment as a book binder’s apprentice, excelling in the tedious tasks and maintaining her own workspace free from any other apprentices. Things went well enough for her until a passing patrol of Shinigami noticed her unusually strong spiritual potential. They interviewed her and her printing shop became a frequent stop for Shinigami who frequently claimed they just happened to be travelling by. She was, of course, completely oblivious to the frequency of their visits or their interest in her latent power.

By 1932, she had been allowed to enroll in the Academy. Nao struggled in her Academy days, never earning the appreciation of her instructors and being too timid to do well in combat drills. Many days, she wondered if she was truly as suited for the job as the Shinigami who recommended her name had suggested she would be.

She likely would have washed out had it not been for the Second World War. Thankfully, the increased demand on Shinigami and her long tenure as a student made her a prime candidate for a transfer to one of the less important administrative roles. She took this gladly and kept her head down as much as she could, accomplishing all of the menial tasks she could in order to cover up for her incompetence.

When the war ended and other temporary call-ups were sent back to the Academy to finish their training, she was able to cite an overload of paperwork due to those transfers and assorted other bureaucratic tasks that would no doubt keep her busy for several more months. Months turned to years, years turned to a decade, and soon enough she had managed to cover for her own ineptitude and land a formal unseated position in First Division.
